"CHOCO" could mean chocolate, which could indicate Hershey, Pennsylvania, as the plate's origin, but the "BO" is incomprehensible.

Possibly someone who is really into Final Fantasy video games? There's a creature called a "chocobo" It's a big ostrich-like bird, IIRC.

There's also a video game called "Chocobo Racer"...
I say it's Choco B. O. as in body odor. This person smells of chocolate!
